The 4/4 bonus on these two armor sets does not work properly with Armor Penetration - they do not take the player's ArPen into account when applying their damage.

    I don't know how and under what conditions you tested it, but i've seen hits with 250.9% effectiveness in ACT, so it does take armor pen into consideration. The only SW power, that doesn't take armor pen into consideration, is Tyrannical Threat.

    I tested it by using one encounter on a mob and doing nothing but waiting for Hellfire to do its damage.
