Sash of Charisma and Other Artifact Gear

I know that it's Level 60 and I 'think' it requires Level 60 equipment (identified) to upgrade it. My question is: does it have to be equipped or can you level it up through your inventory screen without ever having equipped it (like the enchants and runestones)? And if there is some page out there that explains all of the new Artifact Gear and how to use it and how to upgrade it, please pass it on ... my search turned up nothing but generic info on each item. Thanks much!

    I'd assume it will be like regular Artifacts that will bind when you try to upgrade them.

    You dont need to have it equipped to refine however it will bind to you when you refine it

    thanks very much. what i saw earlier the past couple of weeks was sort of vague about how it worked.
