When can I start the PVP Campaign in the Campaigns tab? Level 60?

When can I start the PVP Campaign in the Campaigns tab? Level 60?
When I click on the complet any 2 says to complete the privious task first.

    not positive but I thought you could start it earlier than that. you do have to talk to someone in the trade of blades first though I think. did you do that first?

    Strange I went to the Trade of Blades and I already did 2 pvp but the PVP area says to complete the privious task first when I click on the only lower level which is level 2 I guess. Do I have to complete more daily pvp to unlock this?

    You have to talk to a npc in the Trade of Blades at the start of the campaign. Be sure to talk to all of them and explore the different discussion options.

    what do you mean at the start of the campaign? I went to that guy in the Trade of Blades but doesn't give me anything and there is no "!" anywhere for me to go in the main town. Please help!!!
