Has anyone noticed if the Royal Guard 4 piece set proc, 'When dealing damage to a foe you have a chance to reduce all of your cooldowns by 30%' is working properly since Mod4? I feel that prior to Mod4 this would proc often and I could see a significant change in cooldowns however now it seems power are taking longer to come off cooldown, even with bottomless quiver. Anyone noticed this or had issues with other HR 4 piece procs?
I still see the 'Master's Flurry of Blows' show up quite often. However, as a Trapper spec, I don't have much problems with cooldowns anyway. Sure, it's not the endless Rain of Arrows spam it was pre-M4, but I can generally still spam encounters.
Might it be, though, that they sneaked in an (extended?) internal cooldown?
It might be that I'm seeing more procs because of the Damage-over-Time effects I'm putting on mobs with Thorned Roots. In a note related to that: the Wererat Thief (from the Drake Seal Store) gives me a small chance to proc poison on targets when he's in an active slot. Anyone know if that poison can trigger Master Flurry of Blows too?

Since RG 4/4 Procs on attacks, 'slow' attackrate skills like Aimed Shot or Split Shot do not work as well anymore, since you cannot rely on planting down Rain/Thorn/StS anymore, and rely on Prime Critical alone to get the job down anyway.
From the Stats on it, I'd actually think RG is the 'Combat' Set, since Combat, at least when initially designed, rewarded using 'fast' attacks, in fact, with the original Paragon Path, Stormwarden, one got rewarded for 'Rapid Strike' spam, via Bladestorm Feat.
Sadly, with Pathfinder Release and repeated Nerfs to the Stormwarden and basic Hunter Ranger Class, Stormwarden is only a Paragon for those who don't go for the latest Cheesefest (a lot of the issues that create PvP Tears have only shown up when the Pathfinder Paragon got released).

I don't think it has one. Using it in the dragons' HEs I can chain Rain of Arrows one after the other almost all the time, and I'm an archer build. I think that using Plaguefire helps, with Vorpal it will probably be quite different.
