Graphical glitch

So I have this graphical glitch(squared pattern):

It affects: any glow, spell effects, quest markers, fog. It usually appears when there's a lot of stuff on the screen.
I am running game on a lower end laptop(intel core 2 duo, ati radeon hd 3450, 3 gig ram) but game runs mostly smooth and computer doesn't overheat when playing.

Anyone have any idea what could be causing this?

    Textures are way too low even for that processor and GPU combo.. try lowering the graphics settings and not the textures as they have little effect on actual framerate and may help with the display issue.

    After fiddling with the settings, I figured out what it was: I had to set render to dx11 mode in troubleshooting section of the options menu.

    I am also having this issue. Could someone elaborate how to fix this. I don't see a troubleshooting tab in the option menu or a way to change the DirectX version.
