Common cause quest fails every time at quest giver

The " common cause " quest fails every time .
When I get the quest it automatically then comes up with quest failed before I can even do anything .
I get the option to restart via the quest via the quest giver but the quest is now unavailable until the following day .

    Same for me...I'm guessing there is some needed requirement not yet added to the game, causing auto-fail?
