Smoke seems to be the best apparently.

I could be wrong but I think WR is a better ap generator (little utility in pvp tho). about the neckpiece there is purified BI that gives 181 recovery (181 arpen 138 regen 54 ten) or there are blu items with 233 recovery

better question would be whats the best viable ap gain
smoke bomb seem bit tricky to use and if solo against many people it sucks
maybe its good for wk ranged but to low dmg then
pob bait and ss work better if u have huge recovery
and purified neck is the best after that one is reviving amulet of vitality with hp,recovery

WR 2-3% non stealthed 3-4% stealthed
Impact shot 5% per charge non stealthed 6% per charge stealthed
POTB 12-13% non stealthed 10-11% stealthed
Blitz 5-6% non stealthed 6-7% stealthed
Deft strike 6-7% non stealthed 7-8% stealthed
I did the tests without stone in pvp gear with 3579 power and 1297 recovery, I was not using tacticts and I don't have action rush, also I did not notice differences for crit hit and non crit
You can also use blitz while not in combat to gain AP. It isn't a lot and is likely a bug as I submitted a report on it longer ago than I can even remember.

It's probably smiting nefarious or whatever.
For non-damage encounter to generate AP, you need to get the Action Rush Feat under Scoundrel Feats
Action Rush - Your Encounter Powers have a 15% chance to grant 3/6/9/12/15% of your Action Point

Correction: Impact Spam + Action rush. Charges full AP in one to two rotations (IS/SS/ITC)
