They released the HR with only one path. They added a second one in the following module (IIRC). They probably want to balance a new class before adding more options/paths.
The three pacts that can be made in the 4e player's handbook are Infernal, Star, and Fey. Infernal means getting your power from devils (in the case of Neverwinter, the devil that made your pact is Belial, lord of the fourth of nine layers of hell). Fey pact means you've made a deal with some noble fey, who can help channel the power of the feywild into you. Star means you're treating with things from beyond normal reality, which would include things from the far realms (as that's beyond the scope of normal reality).
the pact for warlocks in Neverwinter is definitely infernal, though. There's a quest to go with it (currently dumping you in caverns of karrundax, but they'll fix that) to meet Belial one on one.

That and they already did the Feywild expansion, would be cool for Star Pact as it's completely off kilter...
