  Do you have to interact with something in the middle of the new area when you get the quest , he should spawn in the middle of that new area , last night I did it with a bunch of others and they got the quest and ran back to the middle of that area and he spawned for them and we all killed it.

  I am not sure how rare or infrequent he appears but I killed him last night.

  Yeah, I killed him too, looks like you only have to wait for him to appear in the middle of the designated area. I think this dragon will appear randomly like the Remorhaz/Beholder.

  Yeah he did finally spawn. It looks like hes a Heroic Event like in IWD so I'm not sure of his spawn timer.
  He has a ton of hit points though, granted it was two warlocks in their 30's with me (60 cleric) and another warlock jumped in during the last 60secs of the event timer. He did die after the timer expired but because of time running out we didn't get credit for the kill.
  So to all those hunting, be sure to have a few more people with you to kill him during the Heroic Events timer to get credit.

  It IS a heroic event, just like IWD. It functions in exactly the same way. Its even rated for 6 to 10 people.
  
  I tried to solo him in an empty instance, that was an epic failure. I played with him for 10 minutes and didn't even drop his health bar a tiny fraction. He spawns no adds so he is easy to play with, you just need massive DPS.
  
  I waited around long enough for him to spawn a few times. It looks like the encounter is on a 40 minute timer.

  That makes him tougher than the Red Dragon in Icespire. I soloed him with an Archer. Although that was a couple of patches ago so he may have been boosted in the meantime.

  Naw, he isn't hard. He kinda tickles when he hits you and his attacks are pretty easy to avoid. If you can avoid aggroing the mobs surrounding him, he is really a kitten. You just simply cant hurt him fast enough solo, for any damage to even show.

  It takes time to respawn, but that dragon really exist. Looks like Charti.
  
  Edit: The next dragon is in Ebon Downs. It name is Vartilingorix. Till now it doesn't show up.
