Constitution Focus does work (at least for GWF) since I just did a respec on owlbear (basically the preview server for everything going straight to live currently) and my HP went up when I put feat points into it (didn't test Resistance Ignored since I'm low on time at the moment).
So does Armor Specialization (my damage reduction is 35.1%):
Without: = 64.9% of damage went through
With: = 59.7% of damage went through
Result: an increase of 5.2% damage resistance
Math: 35.1*.15 = 5.265
It simply doesn't reflect in the character sheet.

So, your DR is ~37.0% (1 - 3131/4974 = 0.3705267 and the other numbers matched up with it, like 1 - 2*1717/5453 = 0.3702549) without the feat and your DR with the feat is ~42.5% (1 - 3157/5491 = 0.4250592 and 1 - 3040/5289 = 0.42522216) based on those numbers (some were obviously deflected, so just multiply the damage by 2 then divide by the damage that would be done if you have 0% DR, the number in parenthesis), which matches the number that it should be: 37.0*1.15 = 42.55 or 37.0*0.15+37.0 = 42.55
The feats just don't reflect their changes on the character sheet.
No time to really show proof for it today, but a quick 10 second test showed that I got extra hp when I put points into it, so I'm assuming its working as far as HP goes.
