I have a Divinity-based Cleric build that aims to generate Divinity as quickly as possible and dish out Bilethorn-empowered Punishing Light against opponents while supporting allies in the process. It's a balance between offense and defense, where the DC should excel in dishing out competitive single target damage while retaining tank defenses.
It's a balanced build which excels in neither offense nor defense, but has a good mix of both.
I think a dc in pve or pvp doesn't primarily use punishing light in comparison to other skills. Divinity is hard to build up quickly enough to sustain the punishing light so it's only used for finishing targets when they are low hp. Also, bilethorn does nothing for healing which is one of the primary roles of a dc. I think, in general, divinity shouldn't be wasted on punishing light unless you're in a non-threatening situation and can waste divinity freely. However, most of the time, save the divinity for healing/empowered dps skills.
Tl;dr Bilethorn is good for punishing light, but punishing light is seldom used and wastes divinity that could be used for other things.
