Server Not Responding

What is the real meaning of this bug in the loading screen called "Server not Responding"?

I can no longer log into the game via proxy launcher. Now no proxy is appearing direct on the loading screen when trying to enter any character in the game "server not responding", why?

    Having the same problem............ Does anyone knows a solution?

    It seems that no one can explain why it appears direct "server not responding" in the loading screens of the game. It's a bug that needs to be fixed urgently.
