Reinforced set gauntlets?

I see in all the sets that we get that there are 2 possible gauntlets we can use... The regular version and a Reinforced version...

So, where does that come from? Is it just another drop or do we have to do something to change our regular gauntlets into reinforced ones and I've missed it?...

I've also wanted to make some Reinforced High General's Gauntlets. However, they require regular High General's Gauntlets. I cannot see a recipe anywhere in the Platesmith's menus for these. If they are from a drop can anyone tell me where they are dropped?

For GF lvl20 Platesmithing: http://neverwinter.gamepedia.com/Platesmithing
All of them needs the regular (non-reinforced) version from Karrundax.
