The supplies aren't picked up if you are at full health, the problem is that you may want it for the Ap charge but since your HP is full you can pick it up in order to gain Action points, i don't think this was intended to work this way, since you can pick it up if it's the other way around(full ap but no full hp)
I want to add some more bug reports to "Hunter's Teamwork" and "Careful Attack"
- Hunter's Teamwork does not drop packages in PvP when killing a player that was marked with that power (there are enough other powers from any class where the "after killing an enemy"-effect works)
- As far as I can see I am sometimes able to mark multiple enemies with that power though it states that I only can mark one enemy at the same time. Sometimes it's true and sometimes not. And I think it is not a visual bug because those enemies all dropped a package.
Careful Attack:
- There is an interesting loop-effect as long as Careful Attack is active (for like ~15 seconds):
Note that I have the plague fire enchantment (which does damage over time for 3 seconds).
Now assume that the Careful Attack debuff is not active on the current enemy. When I attack the target first with any power that does direct damage (so that plague fire effect applies) and secondly use the Careful Attack power then the plague fire effect persists for the duration of Careful Attack (which means, the enemy gets damage every 1.5 seconds without any further need of attacking it) But if I first use Careful Attack and secondly attack him with any power, the plague fire effect lasts as usual for 3 seconds.
I am not really sure if it is really a bug but it seems inconsistent to me.
BTW:
People also complained about the sound effect of Careful Attack beeing to loud (the sound of marking as well as the damage ticking)
