Vault of The Nine: Artifact Quest

I cant start my Mod3 Artifact Quest. im already lvl 60 and talked both to knox and Jarlaxle. Also have reached my 4th boon in DR, 2nd boon in Sharandar and 1 in Caer Konig. is there anything else needed to trigger this quest?
also where is the dungeon located?

    You talk to Jarlaxle, then I -THINK- Sgt Knox or protector again.. not sure.. But then you go to a gate and go to Sleeping Dragon Bridge.. (where your character started at creation.)

    Oh, one other thing.. Jarlaxle will not give you the quest until your second 60 with lev 3 boons has been to IWD. This may be what is holding you back.

    so i have to have 2 characters at level 60 within the same account?

    That is correct.. and they both have to have a rank 3 boon from either Sharandar or Dread Ring.

    I don't like it any more than you. I have many chars on a single account, and some of them can't get their artifact because I have to go back and grind boons. (Which I wouldn't mind, except it's still too fresh in memory and is so tedious.. and laughable since I have zero chance of dying on any one of them on these quests...)

    But it's the way it is, I'm just passing it on.

    A usefull way to speed it up is to not miss any day of Invocation, and buy the Cache of Campaing Treasures in the Vault of Piety (6 Celestial Coins), then choose Dread Ring.

    Since it gives you 30 Thayan Scrolls and 3 Thayan Ciphers, it speeds up the process a lot. Still have to farm Vanguard scripts the usual way so, but they are far more fast to farm than Thayn Ciphers.

    And you don't even have to wait to be lvl 60 to stack the Cache of campaing treasure.
