Empowering an Overflow Enchantment?

So I got an overflow enchantment. It seems like you can empower it with black ice, since it has a big red plus sign when you first get it and lists "combat time remaining".

However, there seems to be no option to empower it. I can empower the 2 pieces of corrupted gear I got just fine, but not the enchantment.

Are these empowerable?

    The Black Ice Overload enchantments just expire. When they are used up, they are used up and have to be replaced. You cannot recharge these enchantments.

    Actually when they empowerment expires the enchant vanishes from the item it is attached to.

    The lesser ones were dropping very often in Kessells retreat on preview but yeah making greater ones all the time could be a pain.

    and there is no option to turn those slots off? Once slotted the time starts ticking regardless of whether you need it active or not?

    I have been asking about it, to players who played the preview. So far this is what I gathered.
    Timer ticks when in combat. It stop when out of combat. So it doesn't expire in real time, only decaying during combat.
