Vault of the nine quest???

So where do i get it? I have all the requirements but can't seem to locate the quest giving NPC. On a youtube video i read that Lord neverember gives the quest but the official feedback thread says Jarlaxle... and neither is the case. What gives?

    jarlaxle in ice place then back to lord november, jarl is in the drinking place by the top exit

    It starts at Jarlaxle in IWD, then Neverember then the actual quest zone and then return to Neverember.
    Are you *sure* you have all the requirements? (2 IWD capable characters)

    I am, i just could not figure out where the npc is since it is nowhere stated that he's inside of a building.
