Courage breaker is a dedicated anti-GWF/anti-TR tool. 10 second duration, a slow that ignores CC resist/immunities (intended power design) which is so powerful that it is practically a root rather than a slow.. and 90% damage debuff.
In case of CWs or HRs, DCs they can simply use CCs to delay your attack and waste precious seconds (freeze ray.. disrupt arrow, constricting arrow.. grasping roots.. etc..), distribute teleport/dodge over timed intervals so that they spend a lot of time "immune". In case of GFs it slows them, but does not do anything to their block so not much more than a minor annoyance.
However, against GWFs and TRs, it kills all their mobility. It kills their damage. GWFs are locked down vulnerable, their CC just drops you right in front of them, but this time their damage is dead, so you can just get back right up and pound on them. For TRs, two dodges used and their done, just locked down into place.
It's been much too overlooked because SE was considered THE only Daily to use with your APs, but if SE is really nerfed enough to allow other dailies as viable choices, then Courage Breaker is utility wise, as much impressive as Lurker's Assault.

I tend to agree that SE may well be quite useless anymore. I have only once seen it hit for more than dazing and that was against a target that was at 2% health. I am not suggesting that it can't hit for more than dazing -- only that such appears to be so rare that whirlwind would always be the superior choice (I no longer PvP and have never found a viable spot for courage breaker in PvE so it leads me to whirlwind).
We do have the Devastating Shroud feat and while it was fairly tame before I am unsure if its effect is enough to make an excuse/argument for SE in PvE or not.
I hit DC with 10% hp for 6.7k HP with my SE just 20 minutes ago. Gonna delete that one after I respec and take whirlwind of blades instead as apparently it ignores some mitigation.
the damage nerf on shoxing will make some people happier but what i think they really should have changed and they didn't is the interaction between shoxing and soulforged, getting a death count when you do not actually die is bull****.
potb overall damage dropped but i have 41% crit so its alright i guess. I didn't feel right to obliterate cws just with potb and CoS it was a needed change.
I have continued using SE to see if I could find any merit and I really cannot. Even considering it used in combo with a lashing followup it still becomes lurkers+lashing > SE+lashing. If it were tweaked to do more damage based on missing health or to also have an increased crit chance based on missing health it may be salvageable but at the moment I cannot see any viable use for it. Anyone else find an excuse to use it?
I still rock Bloodbath but you have to be careful if you trigger around a GF, they can sometime reflect back on you. First time that happened to me I got all pissed off because I thought I was immune while in Bloodbath. That isn't the case.
The GF used the infamous daily power "Supremacy of steel" which is visualized on his HP bar in yellow or white if I remember correctly. I usually wait it out (about 5sec) circling, hopping and dodging around and then attack when it disappears.
In terms of SE: I am still using it here and there, but am moving back again to Whirlwind of blades too (like before the tenacity introduction).
All other "infamous skills" when used in right context are still very potent.
With Kermit I am pretty contend the way we are now. Sure, for PVE we are quite the redundant class but for PVP TRs are one of the most impactful classes right now in Mod 3.
Yes, I figured all that out the second time I went down to 1/2 hps.
After talking about it on the Stealth_TR channel I went back to SE and gave it another whirl. This time I was patient and waited to get my enemies to 40% health like used to have to do. SE is is fine. Was totally overpowered there for awhile (post-tenacity patch) but now I would consider it working as intended. I was bombing tanks nicely last night.

I get annoyed because it almost seems to me that it was adjusted because it was previously too strong for PvP to no only become possibly viable in PvP.
I always thought SE was mainly for PVP, I have never found it too useful in PVE.
I liked it for certain situations, casters and bouncers and also Valindra in MC. I also like to combo it out with a lashing followup for nice burst damage (with the paragon feat to increase crit/sev for 6 seconds off of SE). I don't PvP anymore as it seems the better we do in PvP the worse we become in PvE. I doubt it was intended to be an only PvP power/paragon feat (not that you entirely suggested that) but that may be what it is now and thus leaving out those of us who do not PvP.
