I don't get this as a plot point. Your characters can never interact.
...They just want you to jump through a hoop to make you play more?
Or am I missing something?

That was my original thought too.
I grabbed a second character and leveled them up just to grab the artifact.
BUT.... it turns out, you can equip other classes artifacts... IF you gain them with a second character. So a GWF can use a DC Artifact IF... they leveled up a DC too. A TR can get the CW artifact if they level up a Mage class as a second character.
And they are unlocked account wide.
I suspect its because they want you to stand in the shoes of another class before judging them.
To reward those with multiple toons. Don't feel it's worth the effort? Then proceed with the rest of mod 3 and get any of the other artifacts. It will also help you not get bored as quickly since there's kind of not much to do once you've unlocked all your boons in icewind (presuming you've done all of the old content).
Considering that the two main ways to get one now. Is to either beat your head against a random number generator or to spend cash. Its rather nice to have an alternate system available. That can be earned over time without all the needless problems of a random drop.
Ill take a goal I can work for, over an endless series of dice rolls. And with 6 new artifacts on the table. The system seems fine as it is, they are still a hard won prize. Just earned in another manner.

I minted a new DC and leveled it up during the 2XP weekend. After playing my main HR, I have new respect for how difficult it is being a lone DC.

My brother just suggested something unique...
You could have your first character get trapped by the Drow
and your second would have to come and rescue him.
That'd be trippy and epic.
And yeah, artifacts were the stuff of myth when I played
D&D. So I'm just going to pretend these are nice magic items.
(Rather than the Hand of Vecna.)

Although not being a perfect solution, that at least adds some role-playing factors.
The currently plain, role-playing-less requirement just doesn't make any sense because players' multiple characters basically don't know each other, from the viewpoint of role-playing. How come their acquisition of classes artifacts should depend on other strangers who they don't know and won't ever meet?
And even if there is a role-playing story supports it, it is still unpleasant as it ask players to create and play a class which players have no interest in.

Lol, I should have level another class instead of the same class with different paragon path for my 2nd toon.
