There's no way to do that. The Zen you have in STO is marked for STO only. The only Zen you can transfer to any game is what's in your PWE wallet. Once it's transferred to one game you can't transfer that zen to any other PWE game.

(And it's exactly for reasons like this, that they don't let zen go back out of a game..... I mean, I can farm piles o' zen in Star Trek. If I could have transferred that stuff over, I'd never have had to spend any money on NWO. And they don't want that.)

nope. MOST of the time when you buy zen with CASH(or credit) it will go into your PWE wallet. There are rumors that some ZEN (like Steam, but not confirm) purchased will go directly to THAT game.
But if you buy Zen from PWE site (or game card) it will go to general account until you transfer it. Once transfer, it stays there.

That's not the only reason. If you could switch it back and forth, then an exploit in one game could corrupt the economy of all of them. Each game is held in isolation.
Actually they could open up and make zen transferable to other games without destroying any one games economy or causing any permanent damage. All they would need to do is set a reasonable but low limit on the amount of zen you are allowed to transfer back to your wallet per month. There would be an adjustment to all economies in each game but the market would settle to an average mean between them and by setting a low monthly limit the adjustment would happen slowly without crashing any one games market. After the markets stabilize they could adjust the monthly limits. Its just a matter of whether or not they think that it is worth their trouble. How much benefit would they receive from player loyalty to their brand? Would it generate any additional sales of zen for them? They would have to put in extra effort to monitor the games economies and players reactions to doing this. Will it upset players in some games to have their economies all of a sudden messed with and cause them to lose players? Is there any way that the gold/ad/... sellers can exploit the system to make even more money off of players? There are a lot of things to consider but it is doable if they believe the benefits outweigh the risks.
To answer the OP's question, it isn't possible to transfer ZEN between games once it is transferred out of your Wallet. As to each game's individual exchange, it states in the exchange window that all ZEN obtained in the game in question is bound to that game.
