I'm 1v1 on a node with another TR. He's beat my *** twice but is down to less than 1/10th health. I hit him with 12 DiS, 8 Cloud of Steel, Hateful Knives followed up with LB, and 8 more CS .... and HE DOESNT DIE. Really? This is really frustrating as I am coming across more and more toons that I just cannot damage.
I'll assume the guy's prepared well, have around 35k HP.
You said "less than 1/10th", but taking into consideration small memory warps and exaggerations, it would be safe to assume the guy was at more HP left than you "felt". Perhaps 15~20%, which would be around 5.2k~7k HP. If he was at 25%, 8.7k.
I'm not sure how well you are geared, but let's assume maybe... around 11k? If you haven't particularly set up for Disheartening Strike, and in turn the other guy's a BiS geared, top-quality geared-prepped, Dis could do maybe 1k per crit. If not crit, than sometimes 900~
Difference in gear would also limit to CoS shots to maybe at best 900~1.0k per pop. Hateful Knives, if not crit could deal less than 5k total damage, especially with gear difference. So under this premise:
12 ticks of DiS = 10,800
8 shots of Cos = 8,000
normal hit HK = 5,000
= 23,800 damage
Add in an LB that is deflected, coming from an inferior equipped TR, and the damage could be as low as 1.5k. You said 8 more shots of CS, but you don't recharge all 8 shots within that time interval you've described.
So in total, even if we take your described number of attacks at face value, I see maybe you might have done 25 ~ 30k damage within maybe 15~20 sec time duration.
DPS wise, that's 1.5k D/sec.
...now, most probably you slammed yourself into ITC somewhere, whick would reduce all the damage above significantly. All of those attacks cannot fit within the 5 sec duration, but if we also assume a significant of portion of your attacks hit against his DF, as well as some dodged, others naturally deflected, I could see how the other guy could survive.
Again, most people, myself included, only have a limited memory. We tend to describe things as we like to think, rather than the way it actually happened, which is why anecdotes are most interesting to read, and at the same time most unreliable source to judge something.
Take all of the factors into account, and I can more or less comfortably say you didn't meet anything weird or inexplicable, and would probably turn up perfectly normal if we ever get to see a vid or parse the log records.
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'

anyone on his team could have popped a seledrine...maybe even multiple teammates
No Kweassa, I'll be smoking a toon and be striking them with Gloaming Cut and in that last 1/10th of their HPs I simply cannot damage them.
I too would like an explanation as to how that is happening. If you've ever been struck by Gloaming Cut with low HPs, you know what it does to you.
I guess the upcoming Emblem nerf will rule that possibility in or out.
He could be running high deflection build, could be popping ItC out of stealth, have barkshield, in a 1x1 match with snow's build and barkshield you can pretty much negate all damage as long as enemy doesn't use potb.
i have been in similar situations on my rogue vs others
i'm at the last 10-20% of my hp, and i keep healing myself enough to cope with whatever damage i take. generally, if every hit on me is a deflect, it can be healed off from regen + life-steal a little. of course, at my stats i will still be dropping in hp, but very gradually until they finally get a hard hit in or my hp drops low enough to die on the next hit. i have killed several people in a 1 vs 1 while starting at 20% like this.
otherwise, only thing i can think of that can do this is pvp pots + high regen. pretty much negates a lot of damage while they get to keep smacking u.
I have ran into this situation more than once as well. I don't think the op is exaggerating either as I've experienced this first hand. I don't think pvp pots/regen is enough to do this, more than likely it's the emblem from MC. That thing is getting nerfed, so hopefully we won't be seeing much of this in the near future.
I experienced this too but only against high Deflect TR's. Not that troublesome when you know what you're facing. I can handle SS/ITC/PoTB rogues just fine but Deflect Rogues can be quite troublesome. Very tanky people! Even stronger when they have ITC up. It'll take time to take these guys down.
