Bait and Switch - am I using it wrong?

So the tooltip for Bait and Switch says:
Stealthed: Refills your stealth meter and does not remove you from stealth

So this is what I had done:

I entered Stealth, (TAB key)
Then I deployed Bait & Switch

The enemy attacked the fake "me" but I noticed nothing different on my stealth meter. It didn't refill at all and continued to count down.

Am I using/doing something wrong?

    You are supposed to use BnS just as your stealth is about to end and not as soon as you enter stealth if you want the stealth refill.

    I have a lvl 60 CW that I got bored with so I've been leveling a GF and TR. I've noticed that in pvp with my lvl 46 GF more than a few TR's pop their BnS on a node when theres little to no oppposition there and stealth away. Are they doing it to intimidate any opposition that might be lurking around or does the doppelganger activate the nodes "switch over"? Just kinda confused as to why they do that lol

    The dummy has two uses. First, it replenishes the stealth bar, and second, if someone hits it or kills it, it makes the TR gain Action points quickly.

    and it also works as a third dodge and
    if u run turn fast 180% drop bis it will launch u in front.works good as excape before u get ss,itc
    but needs some practise before using well

    This can also be used against u because u give a target for enemy for example
    1. SS of enemy TR
    2. Lightning ench - its chain can reveal ur position even in stealth
    3. HR at-will the one with big aoe that can cover whole node

    Could also use it for the intended purpose of being a "dummy" Drop it right in front of you when ranging a CW with knives. You'd be surprised how the marvels of autotargeting works in this game. You could bait an Ice Knife if you're lucky.

    i ment bait is good while leveling before u get better options.
