From what I understand the bug was it only gave +one stat instead of two. Is it still bugged I don't know, haven't tested it myself.

The enchantment works exactly as it should except for very specific situations according to some.
I have seen no proof to this claim but the enchantment is being applied after feats for whatever reason so if you had a feat which proportionally effected your power such as reckless attacker it would not be effected. Such a situation is not common to have though and again this may not even be the case as this is the first I have heard of it.
The other issue that iskinder alluded to only effected companions, was a display issue only and was stated to be resolved although I do not remember if that reached live yet.
And as for the wiki being out of date, the information probably should have been deleted instead of consolidated into the end of the page but that is the only key feature which is out of date. The term wiki means community driven so take any claims of bugs with a grain of salt.
So, basically, this enchant should work properly on my new Rogue?
My Priest has been refining the things to pass on to the low level Rogue - He has the most Bags of Holding!
I actually had 450 Rank 1! And 203 R2, 81 R3, 53 R4 and 15 R5.
But now I have 1 Rank 7 and about 7 or 8 Rank 6.
I did spam the CTA, of course, but only half as much as I should have. I did not realise how good the Epic Refinement pack is for just 100 Medallions of Battle. I'll know better next time!

Cruel enchantment will work fine as long as you do not have a feat which proportionally modifies power.
Proportional meaning a multiplicative rather than additive modification.
Anything which says it doubles your existing power, for instance, would not function correctly but anything which adds a set amount of additional power will function fine. I do not know whether or not the rogue has a feat which effects power proportionally of the top of my head but it is not a major concern IMO anyway. The negative effect would be temporary if accurate and would not result in a noticeable disadvantage in most cases.
