I have noticed a weird thing that some mobs who are struck by Moonshae Druid's Call Lightening doesn't seem to be dazed and are still able to run and attack. Is that power bugged?

No I've seen it work...
And mobs go... ugg ugg ugg repeatedly like they're being hit repeatedly even though they're not. They stand in place and look like someone is beating on them even though they're not taking any damage.

Call Lightning has an 8 second cooldown, but the stun can only activate once every 30 seconds, so about two out of three times it will not stun. Something like that.

Yeah, but there is a small chance that two or three mobs being struck at the same time. When that happens, I only see one gets stunned and others can still move freely.
