My Ranger has the Aimed Shot At Will, and it seems to be as good as an Encounter if you can get the shot off.
It seems a bit of an imbalance that a Ranger's targeted shot can be disrupted by being hit, when it seems as if I can never disrupt a Wizard's spell and make him waste it, even with Rapid Shot going off like a machine gun. It was never like this in previous editions!
So, if Radiant Enchantments increase Recovery and reduce Encounter cool down times, will they do the same to speed up the rate of fire for his At Wills? I think 3 ranks in Aimed Shot reduce recharge time by 0.5 seconds, which makes it still ludicrously slow. It works best on targets that have not seen me or when they are immobilised by Wizard or Cleric spells.
I tried timing it at the Trade of Blades, and it seems like:
Rapid Shot = 14 in 10 sec (~251 hp/sec)
Split Shot = 8 in 10 sec, if you just tap the mouse button (~544 hp/sec)
Aimed Shot = 3 in 10 sec (~525 hp/sec, but it is too easy to disrupt)
I tend to use Split Shot and Aimed Shot as they both have similar damage per second, but Split Shot also hits multiple targets, so it's great for clearing low level minions.
Any advice?

The ability for it to be interrupted by damage is what keeps Aimed Shot balanced. That is entirely the point. It does as much damage as an encounter for any other class, but it easily interrupted, and it can be used at will.
that is the point. This will not and cannot change.
As far as recovery. Radiants do not affect recovery, Silvery Enchants do, and recovery has no bearing on the charge time of attacks only attacks that possess a cooldown. And even if the at will did have a cooldown, it would be fixed. For at wills are used as the name implies at will.
So nothing will increase the charge time of Aimed Shot, Storm Pillar, or any charged spell besides what they get from upgrading the skill inherently. The rate of fire of all at wills do not change, ever. (with great weapon fighter being the exception, for they do speed up when they are in unstoppable mode)
In all previous editions, ANY damage while casting a spell would disrupt the spell and ruin it. In 4E, it makes no difference at all, which is one thing that makes Wizards overpowered to my mind. But then, I hate 4E as an AD&D version, but I do love Neverwinter in it's own right.
High level Wizards were always seriously dangerous in Basic D&D and all three previous versions of AD&D. They could destroy any Warrior one on one before the Warrior could reach melee range, as long as the Warrior did not get an arrow shot in. But then, any Archmage would be prepared with Stoneskin and Improved Invisibility any way.
I also have a Halfling Thief that I love, but they are overpowered as well. I cannot see why they can hide in shadows when there are no shadows there, and do a back stab without surprise etc. And they seem to do better melee damage with daggers than a Ranger does with swords. And the Ranger is supposed to be a Warrior!
Anyway, thanks for the answer - At Wills can never be speeded up, just Encounters by getting higher ranks and using Silvery enchantments?

and playing against any decent players / premades, i rarely get the chance to use it without it being interrupted right away (bright green animation gives it away to easily)
sure if ur getting some random 9k gs zero tenacity players who are just farming for a quick seal of triumph, you will be able to crit like 14k+.. but thats about it lol
