This is a partial copy of the tech support report that I've sent, which I am posting in hopes of finding solution from the community. I will try to upload all additional attachments in different posts:

Since yesterday, a couple of hours before the outage, and ongoing I cannot connect to the game properly. Either the patch server tries to update a couple of times and if it launches the launcher, it timeouts with:
"There was an error loading the login page. Please restart the launcher and try again.

Error -118 when loading url /launcher_login"

OR

"There was an error loading the login page. Please restart the launcher and try again.


Error -2 when loading url /launcher_login"

Before the launcher timeouts it gets loaded, but the "login part" keeps "circling" (screenshot attached).
I tried to push the options menu in order to try safe mode and/or switch to proxies, but unfortunately this results in (screenshot attached).
I found the registry value for the proxies, and modified it, but the results were the same, couldn't find the Safe mode setting.


I can't run the CrypticNetTest.exe, since the test server gives me a timeout (log attached) the nettest was working fine before the outage, but most of the results were timeouts.

The tracert shows some quiet interesting results and the problem seems at your, or at least your ISP's end (log attached), if you think, that it could be mine, please inform me and I will contact them, but since tracert completely timeouts one hop before your infrastructure.... I've attached a pathping log too.

I have tried switching off my firewall and antivirus program numerous times, no result. The only things connected to my laptop are the lan cable, mouse and keyboard.
Yesterday approximately 12 hours before the outage I made a fresh Win7 and NW install, because I had some hardware issues during the week (Had to replace SSD), left the game to patch, and when I returned from work, I noticed that there are some problems.
Around the outage time I decided that my UEFI installation and gpt partitions might be the cause (not that it is supposed to be), and reinstalled windows with normal mbr partitioning and legacy bios, which unfortunately did not fix the problem. Just in case I have installed java and flash, and updated to IE 11.
I have tried restoring my Advanced Internet settings and reseting, which did nothing and additionally powered down my router and laptop at the same time numerous times.
PC Specs: Dell Inspiron 7720 SE, Intel i73630M, GF 650M, 16G RAM, SSD 120G, HDD 1T. ISP Bulsatcom, Bulgaria, I am located in Sofia.

Additionally attached GamePrefs.pref, ERROR and Debug Logs.

    Done most of them without playing too much with (8) + flushing DNSs.

    Tethered my phone and voila game started and even began patching. Definitely a network issue. It started a couple of hours before the "blackout" so the culprit might be of similar nature, but I doubt that those of us that are affected will manage to get any additional support from the community, except....
    Does anyone know reliable, fast and free nontransparent proxy/VPN ;)

    Issue resolved, my traffic no longer transfers trough the infamous be2387.ccr22.bos01.atlas.cogentco.com.

    Nope, it has nothing to do with the game itself, it was a network issue. Either my ISP or Cogentco or NW staff managed to fix it.
