Constricting Arrow effect although dodged

When you dodge the initial Constricting Arrow shot, you still get grabbed by the roots two more times. Those roots cancel any spell. Between the grabs, the HR can go for additional CC and go melee to get his cooldown for CA down to 0.

Well-skilled HRs have the following root timing while fighting: Initial shot (grab) -> 3 sec -> grab -> 3 sec -> grab -> 2 sec -> Initial shot (grab) -> etc. etc.

The effect of this power is pretty clear: Fire an arrow at your opponent, causing vines to constrict around them.
Rank 2: Additional stun after 3 seconds
Rank 3: Additional stun after 3 seconds

It is an extremely powerful encounter against CWs. But if you dodge the initial shot, it should't grab you two more times. If the HR is not an outstandingly bad player, no matter how perfect the CW's dodge timings are, there is no way for the CW to win.

Bad HR vs bad CW: CW won't get off a single spell. -> HR wins.
Bad HR vs good CWs: The CW times the HR's encounters, dodges all 3 grabs and interrupts the HR's rotation with Repel at the right moment, followed by other CC, hoping that the HR will not recover from it. -> CW wins.
Good HR vs good CW: Both players time their attacks based on each other's rotations. The CW knows that there is only one moment when the Repel can interrupt the HR (all other CW spells have a too long casting time or do not stun the target). The HR knows his weak moment, which is about half a second, and dodges the Repel. And back to the 3-3-2-3-3-2... It is very demotivating to know that when the maximally experienced HR and the maximally experienced CW fight each other, there is no way for the CW to win.

Is this encounter, due to the fact that when you dodge the initial shot, you still get grabbed two more times, really working as intended? I've searched the forums and there were lots of discussions about it. But I have a feeling that the devs don't even know about this bug.

Devs or Mods, please confirm this is working as intended, because I cannot imagine that this is the case.

    hr need a lot of work still imo, they have a lot of little thing like this one that make em realy anoying..

    Just tested vs. Persephone. Whenever he dodged constricting arrow, he would not be, "grabbed two more times".
    I know this was an issue in the past, but it seems to have been fixed in the tenacity patch.

    No, this has never been fixed. For the CW, this is as game-breaking as the roots through Unstoppable for GWF (that got fixed). Tested it a lot. There is no way to get rid of the effect except dodging all 3 grabs, which is crucial, because the CW only has 3 dodges and the HR can keep up constant CA, even when the CW dodges the initial shot.

    this was never patched, and i saw you abusing it nonstop in pvp

    No it has not been fixed. I play hunter and make control wizards cry every day and even I have to admit its op.
