Creating a character causes a disconnect to login server...

I've made three attempts at creating a character. Every time I create one I got a dialog that says it's "connecting to the login server". After a significant amount of time, it says it's timed out. Subsequent attempts to relog in cause it to time out. After a while I am able to log in but any character created is missing.
