So if everyone gets passive 10% less dmg from crits + 10-15% from tenacity does that mean a lesser vorpal is pretty useless now xD?

No reason to think it would be useless. I fail to see the logic that would suggest it does. I have not seen anything that would suggest the new gear negates any benefit from the Vorpal or prevents crit bonus damage from occurring.
The new stat reduces overall damage, does not negate any specific aspect of gear itself. If, it actually reduces crit bonus damage as part of that, would you rather have 80% bonus damage to start with or just 68%.
Other games have means to slow down PVP damage. This game has been pretty crazy in that some builds make it easy to control/stun a player long enough to kill than and there is absolutely no skill involved in that. Although much more needs to be done to bring PVP in this game to a quasi decent level of interest and actually encourage PVP vs droping or node swaping.
It... kinda offsets the passive crit resistance, so if you have a lesser vorpal you will do the same damage as you do now without it (if the target player has no tenacity).
I welcome anything that makes other enchantments more viable , really I wish they would do a reworking of every enchantment to make them all useful in some way , so sick of seeing almost everybody with vorpal/soulforged .
No, because Vorpal should still increases your damage more than any other weapon enchant. However, PF and Terror should be more viable though.
I don't think this is true for lesser versions, I would think a flat 10% damage increase from lesser lightning, or the 6% + 6% burn from lesser flaming would be better than 12% additional critical severity unless you have an insanely high crit rating.

Yeah, true I guess as I didn't particularly consider the 'lesser' Vorpal bit in the original post. But hasn't the cheap-skate method always been get a Lesser Terror/Plaguefire then save up for a Perfect Vorpal anyway?
Tenacity should reduce damage by 20%. Plus, crits get another reduction. So Vorpal wil lget less powerful, since its effect gets a resistance while other don't. But i think it could be balanced since right now it is kinda OP on crit builds.
Terror could be better on a long fight, still a bit behind for spike damage unless you can chain prone the target and land some hits to stack the debuff before Landing the heavy blow.
I think it would still be good for PvP. Just not as good as it is today. Which is not bad at allm considering how powerful and overused it is right now. Still very powerful for crit DPS builds in PvE.
Keep in mind tenacity affects other weapon enchants equally as well. Also keep in mind that defense reduction enchants like terror or plaguefire will not affect tenacity since tenacity boost damage resistance rather than defense. Vorpal is still best for all classes unless you are a rogue. Rogues can consider bilethorn, but vorpal will work fine on them too.

3. In terms of direct-damage capacity(as an weapon enchantment to add extra damage to weapons):
- Terror > Plaguefire > Bronzewood
If you know something to be broken, stop using it.
Otherwise, you've got no right to be speaking of 'balance.'
