Besides EoTS, should I get Stormspell or Evocation for PVE???

I think that Stormspell is waay better. But I can't test yet, I'm building now, didn't spend my points yet.

So, what do you guys recommend??

Hard to give a 100% sure answer.

Storm Spell is procing nightmare wizardry, rampaging madness. I am not sure that is procing EoTS or WHR.
Coi is procing Storm Spell a lot, Tabbed SS should have proced it but I think its bugged.

Evocation is boosting tabbed chill strike, steal time, dailies, shard. But I think only the shard burst not the shard slam.
    Doesn't boost SS, Coi.

I m using Storm Spell recently but probably you should do a full ACT on CN 4/4; VT, MC and do the math for evocation/Storm Spell and decide for your own playing style/rotation.

It depends on what powers you slot. If your slotted powers are mostly AoE, then Evocation is a better choice.

If you're a thaumaturge use evocation for PVE and storm spell for PVP, for renegade I always used storm spell (even though I was heavy AOE DPS build).

I use chill strike on Tab and I try to spam OF as much as possible so I run Evocation.

Evocation, Storm Spell barely has anything to proc on in typical AoE trash clearing, because most good CWs/GWFs hit so hard trash dies extremely fast.

Storm Spell is quite decent in long fights when it has enough time to proc. But if all mobs die in one encounter rotation, SS is rendered almost useless.

It's been a long time since I tested (I think before some of the fixes that prevented Evocation from affecting some powers), but at that time Storm Spell was the highest DPS increasing feat in the CW arsenal with a COI, SS, ST, Shard setup. It provided higher DPS increases than EoTS which provided higher DPS increases than any of the remaining passives. I don't currently have Evocation and don't really feel like logging into test to check right now.

Regarding the trash that dies in one rotation, does it really matter who has the highest DPS on it? I personally don't really think so...which is the same reason I still usually open with COI -> Steal Time (HV) even on trash (instead of SS -> Shard). My primary interest would be in the mobs that last multiple rotations.

It is Storm Spell without a question. Evocation is quite bugged and do not work with a lot of skills. Sudden Storm, on the other hard:

Gives average 20-60% damage increase to Steal Time.
Gives around 10% increase to Magic Missiles.
Gives a metric HAMSTER ton of percents increase to Icy Ground (or how is it called?).
    15-30% increase to CoI
Some level of increased damage to other spells.

Evocation will only increase your damage with shardplosion effectively. In all other cases, it is far outclassed.

I've been using stormspell too, I think the Evocation would only be better with power over 6k...

that is correct untill nightmare wizardry enters the scenario.
rene feat "nightmare wizardry" works perfect in cooperation with eots, giving desired dps numbers.

I like storm spell just because evocation doesn't work on sudden storm or conduit and that's half my normal rotation. If they did benefit I would go evocation.

I really dislike the randomness though.

the final verdict is, with a high-end group with major DPS, evocation is better. With slower groups however Storm Spell wins because mobs stay alive longer, giving Storm Spell more time to proc. Ive noticed in super-fast-killing groups of everyone 15k+ and such Storm Spell barely has time to proc and is useless. In slower groups i like to even take Frozen Terrain with Storm Spell because it gives you alot of procs.
