the ioun stone of radiance companion offer email was initially sent to a small number of individuals that purchased zen. this was a week or so ago as a trial run. earlier this week, this offer was extended to others that qualified.
if you have purchased zen and think you should qualify, but have not received the email offer, PWE staff initially indicated that you may have PWE emails blocked in your email client/service or that you have opted out of receiving email from PWE.
if you still have not received the offer email, but think that you should have, you are to submit a support ticket:

you may also send an email to customerservice@perfectworld.com
customer support hours are 10am - 7pm PST seven days a week.
it is likely that PWE will have similar future email offers, so if you are interested in such offers, it would be in your best interest to make sure you are opted-in to email offers and that email from perfectworld.com and arcgames.com are not flagged as spam.
to opt into email from PWE, go to account settings:
https://www.arcgames.com/en/my/setting
and click on the "language preferences" tab. put a check in the "Allow us to send occasional newsletters and updates to your registered email address." checkbox.
PWE appreciates the interest and feedback they've received about this offer and apologizes for any inconvenience you may have experienced.
for those that did participate in this offer, you will not receive the companion until at least 48 hours after the offer ends, which is 2/24/14 @ 9:30am PST.

it appears that some are reporting that they've received the ioun stone from the reward claims agent in PE, however they did not get any notification.
the offer states that it could take up to 48 hours after the promo ends before you get your ioun stone of radiance.
after that time passes, if your friend still hasn't received the companion, they would need to settle that with customer support. there is no one here on the forums that would be able to address his individual issue.
