Chat/mail offline, cant see or post in any chat

I was in Dread Ring, bought a PE teleport scroll from WB, ported to PE. Not sure if that's related, but now I cannot use chat or send mail on any characters. Chat box doesn't connect to each channel as it usually does. Everything in chat options is correct. Cannot even see anything in chat on any channel. When I try to post in chat it says "Chat is offline." When I try to mail something it says something about possibly being banned, and something else, the message is not showing up now, it just does nothing when I try to mail.

Tried switching instances, zones, then I logged out completely of arc and neverwinter and restarted. Still nothing. This is crazy. I cannot imagine I've been banned from chat or mail for anything, but I looked for messages in email and arc and my forum accounts. Anyone have any ideas?

    Chat is offline for everyone not just you. It seems like it is a server side issue.

    Oh really? I checked first in tech and bug forums, didn't see any posts regarding it, anywhere information is being posted?

    Mail is definitely down. Can't even send things to my other characters.

    Chat is still not working. Was working a while ago but now broken again.
