Prophecy of Doom Devoted Cleric ability bug

Hey, I just started using the Prophecy of Doom Encounter ability on my Devoted Cleric, but when I kill a monster with the debuff on them, it doesn't reset the ability. I've made sure that the damage is not proccing and that I'm indeed killing them while the debuff is still there. The skill just keeps going down on it's normal cooldowns after a monster dies with it.
Would appreciate any clarifications if I did something wrong, or if this is actually a bug. Thanks.

    Sorry for the necro post, but I was wondering if this was fixed yet or not. I'm looking to respec my Cleric and don't want to waste the points if Prophecy of Doom is still broken.

    It hasn't critical strike.
