Epic FH During DD--Gving T1 off-hand in chest. Known issue?

I have never seen a DD chest give an item that is not even listed for that dungeon when you look at the Collections list. And T1 off-hand? Something is not right

    This is a common drop if you do not get the T2 set piece this is not a bug sorry to say. i commonly get both T1 &T2 drop's from the chest it's just the chances you get

    You unfortunately have a chance to get any t1 piece from t2 dd chests. IMO nothing is worse than that moment where you see there is a list of selections and get a split second of excitement to realize no, you got glorified salvage.

    Well that is just horrible. I have never had this happen before. I feel so. so.... crushed.. :(
    Guild mate has stated he has only had options for T1 items in IceSpire. (When he gets the choice of three). Has never had T2 items.

    Here I was hoping something was broken.
