Race, gender, deity, home region/city and starting ability scores can't be changed at the moment and as far as I know, the devs haven't announced any plans to implement any of these.

Sadly I believe I heard through the grapevine that you may not change your gender even at the Tower of Alteration.
I have never used it myself so I can't vouch from personal experience but that is what I have heard from others who have.
It's a technical issue; game engine would basically need to be rewritten (or rather that code is buried deep). These are the same kind of requests in Star Trek Online for four years now and this is the basic 'premise' that has been communicated, though even from STO there is not official announcement. But Lead Producer interviews and such have mentioned the idea and it comes down to the tech.
I may be way-off base with this. But it's the basic idea everyone over at STO (players) understand right now. Since the Neverwinter, Star Trek and Champions game clients are all based on similar code, I would think any "deep code" tech would be similar across all Cryptic games, such as how avatar gender, stats, class (career in STO) are created and tracked.
In other words: time and effort investment to make this possible is completely infeasible because of the way the game client (and servers) are built.
I wouldn't mind leveling a new gender character if i could share gear/items between my account, but it seems that is not possible either.
no gender change + no account shared gear = stuck with the one character.
If you are going to make one of the original 5 classes, the mulhorand gear is pretty cheap and really helps with the leveling process.

My point was that of not being able to bring my mounts, companions, artifacts and gear sets over.
Oh no doubt... I can certainly empathize with wanting to change things after the fact. Given that there is no current way to change things, (and I am in favor of adding one), my fallback advice is to look for the path of least resistance regarding how to create the character that is closer to what I did want...

You can only change external appearance, not the gender unfortunately.
