Sometimes my stuns (takedown & frontline surge) are damaging the target but not stunning them. And I don't know whats triggering it.
Here's things I do know: 1) The people are not using that armor enchants that reduces control (maybe some are, but that'd be just coincidence, a lot of the people I've seen this happen on are using Soulforged)
2) The people were not under the effects of Unstoppable, Impossible to catch or whatever.
3) I did not completely miss my attack. I see the damage, example: My opening rotation on someone in PVP: Threatening rush - takedown (hit + stun) - threatening rush - frontline surge (hit, no stun, target is running freely).
4) There is no such thing as diminishing returns for control effects in Neverwinter.
Possible causes: Lag, a 'trick' to avoid stuns(?), range issues(range of damage closer than the range of the stun(abilities programmed incorrectly))
In addition to stuns not always stunning the target, there is also a bug (two actually) with the soulforged armor enchant: 1) When you die, you're supposed to get knocked down & soulforged is supposed to grant you x amount of health back (depending on which version). You also have to get back up from the floor (which takes a second or two) before you can do anything (attack, use an artifact, anything).
2) That does not always happen, sometimes you don't get knocked down, you just go to 0 hp and get healed up without having the disadvantage of having to get back up from the ground (you can immediately pop a potion & your artifact)
3) For GWF's (maybe other classes have bugs as well). If you die with your unstoppable bar filled halfway or more & come back to life, the bar will continue to drain eventhough you are being attacked & in combat. It will only stop draining after being in combat for a second or 3. Which makes surviving a lot harder if you get saved by soulforged.
This does not happen all the time, I sometimes see GWF's immediately popping unstoppable after soulforged (maybe it has something to do with not getting knocked down in the first place)

Sure, these things don't happen very frequently, but if they all happen at the same time, you can easily get beaten by someone far worse geared than yourself.
Example fight:
My takedown doesn't stun, my frontline surge doesn't stun, my daily doesn't stun.
All of my enemy's stuns do stun (he gets way more free dps time on me). I'm already at a disadvantage.
Somehow I manage to kill him before he gets me. Soulforged saves him, no knockdown, immediate unstoppable + artifact. Back to full *temp* HP.
I was low, he kills me, soulforged saves me, I get knocked down, can't unstoppable and can't do anything for 2 seconds standing up, and I'm dead.
It'd be very rare for everything to happen at the same time, but it can happen, and it should not EVER happen.
If I remember, I will fraps my PVP matches & try to get the bugs on video so I can watch it more closely.
PS. I'm not trying to cry here that it only happens with my stuns. I have noticed enemy GWF's using takedown on me and I just kept moving (I saw the hit he did on me, so he did not miss)
Reason for editing: I'm somewhat calmed down compared to yesterday & cleaned it up a bit.
Impossible to catch will do this, as will unstoppable. Damage is done but no cc. This may not be a bug.

iv had this prob to and its not from them doing impossible to catch or unstoppable.the only thing i think it might be is the Elven Battle Enchantment.but iv seen ppl die and get back up from Soulforged so 1 would think that they dont have Elven Battle on.

9 out of 10 times I have to stand up from the ground which takes about a second or two, it only takes 1 hit to die so in that time I'm pretty much dead again. Miracle if I'm somehow able to pop my artifact.
1 out of 10 times I don't fall to the ground and I can immediately move & survive.
Also if I die with full Unstoppable bar & SF ressurects me, I'm getting hit by people yet my unstoppable bar keeps draining.
9 out of 10 times I can't use the unstoppable, 1 out of 10 times the bar doesn't drain and I can use it.
I mean there's so many bugs I'm starting to reconsider why I'm even playing this?

You do fall to the ground and have to get back up. If you don't it's probably lag related and a bug. Are you using a lesser? Higher ranks have a major advantage of getting a little more time to hit your artifact etc before someone can double tap you.

From what I can tell this is from trying to hit unstoppable right as you die. I've had this happen as well and it seems to be caused from that. It's annoying.

This if I remember the command correctly will let you see your ping time. Take a look at it next time you have this issue. If your ping time is high it very likely could be a lag issue.
