Final Villainy Necro book bug

I didn't see where anyone had posted this already.
In Neverdeath, there a quest called Final Villainy where you are tasked with retrieving 3 necromancy tomes. There is one at the back of the map near the Clock dungeon entrance (also close to a scrying orb) that people are not able to interact with. I saw 5 or 6 other people standing around it while questing there to obtain the 3rd bag. The book sparkles, but I believe it is currently located underneath the stone slabs instead of above it. I tried changing instances just to see, but this didn't help.
