The feat not correctly reduces the time of the encounters (unless it is a mean between them).
Note: feat with the bonus / feat without the bonus.
Another point is that the battle fury itself despite giving the bonus action points, it does not generate action points to be used.

The tooltip considers the feat as well as your Recovery Score and Stats which increase recharge speed.
For example with no recovery/stats your cooldown would be 16.5s, then you add in recovery etc and you get 13.3s
with the bonus of recharge, is in 16sec . 20% only.
but then comes the big problem: my own recharge is 24.7%. Even if my recharge come on value mitigated by the feat (which I imagine you have said) not yet hit.
ps: roar is also wrong, but in practice is not so critical. considering the supposed utilitarian nature of the battle fury - not even sure if I share the bonus with the team, probably not the stamina. - I just adjust this problem.

Cooldown reduction in NW works by dividing the base cooldown for (1 + reduction percentage). So your 20 base cooldown becomes 20/(1,25) = 16 seconds, as your second last print shows.
if I got it right then I get two penalties of 2 sec since there are 2 rechargs bonus working under the power?
in this case, my contdown should be 13.1, no?
if any mechanical variation exists, this must be specified. all I know is that the feat is not ensuring that promises countdown. simple.

RSI @ 24.7%: 16s = 20s / (1 + 24.7%)
RSI @ 24.7% + Relentless Battle Fury 3/3: 13.4s = 20s / (1 + 24.7% + 25%).
Initial screenshot shows: 16s (RSI) and 13.3s (RSI + Feat).
So, what is the problem? Is this entire thread over .1s, a possible rounding calculation by the engine that is in your favor in-game?

It is, however, a 25% recharge speed increase, which is intended since percentage cooldown reductions works pretty much the same way across all classes.
You'd be better off asking for a tooltip change, I think.
