- Allow players to opt to enter Epic versions of at least T1 dungeons with custom parties of fewer than 5 players if they choose. Goal is to give solo and small group players an option for added challenge as well as the convenience of not having to wait for a full 5 person queue if they don't want to.

As long as there is no scaling for having less people, I can agree with this.

If they let it go up in difficulty with say four optional difficulty modes casual, normal, hard, elite, with current being casual I'm fine with not even having extra loot. I'd want to do it just because it'd be more fun. Right now lairs are a sleepwalk where I run to the door, aoe things down, repeat.

No, I wouldn't suggest scaling difficulty down at all. The main point of the idea is to allow players to voluntarily up their challenge level. Soloing Dread Vault Normal is about as close as you can come to this right now, and there isn't a lot of incentive to do it more than once.
I only mention reward scaling for Lairs because added challenge is great (and oh so badly needed), but from a practicality standpoint, everyone will eventually ignore any added challenge if they have the option to breeze through as usual and get the same rewards. Even a token improvement in the loot profile would be appreciated along with an optional difficulty slider.
Simply doing what DDO did with most of its quests would be fine. Click to go in the instance get a window that offers you the choice of solo, normal, hard and elite. Each option upping the CR of the monsters and the value of the loot that could drop.

I was actually referencing that game when I said don't scale it down for less people. It's one of the major issues of that game, a good player can get thru elite quests easier solo than in a party because of scaling.
