about Sever not Responding

I came back yesterday to play so I started to play on Steam.After a few hours when I tried to change map to do quests, the loading bar began to stop in the middle and I got Server not responding 100seconds...
At the moment I cant even move forward cuz every sec I got it... Every time the loading bar tries to load she always stops in the middle.. I already re-download on steam , tried to play with ARC but still having the same problem. Please anyone help me I just want to play normally. :/

    researched the same thing Fullscreen,get rid of patch on demand,select a server proxy rather then auto.

    The server proxy was the one that fixed my not responding issue, i don;t know about you though.
