I've reported this as a bug before. I figure it'll be hard to fix because they have to go through all the gear to figure out what clips and manually adjust the meshes for halflings/dwarves only. The fashion's easy to fix because there's so little of it; it's the gear that would make it difficult to fix quickly.
I'd immediately guess it won't happen. At the end of the day I can't think of very many MMOS out there that have fixed clipping issues, and in some games like "The Old Republic Online" it's truly terrible, as 50% of the characters in the game are force users running around in long cloaks and robes, all of which clip through the vehicle and mounts, which looks absolutely terrible a lot of the time. This ironically has created a market where the highest value vehicles are the ones with minimal clipping issues. The point isn't just about them, just that I haven't really seen many games put in the effort to perform that kind of adjustment.
Back when I was doing beta I experimented with a lot of counter-intuitive race/class combos specifically to mess with the game like a good tester. I noticed early on that a female Halfling Great Weapon fighter would stand on a lot of different places on the ground and have the tip of her sword literally clip into the floor. It was apparently received, but needless to say not much seems to have been done about it.
It is correct that it might be easier to deal with when it comes to fashion however due to less things to worry about, compared to gear where you'd basically need to come up with a separate model for each weapon scaled to the smaller avatars. Things like that are why these problems seem to persist in most MMOs, it's a lot of work, and artist hours, to fix something cosmetic.
My advice is to simply play around with things until you find something you like where the clipping doesn't bother you (or doesn't exist). In my case I just got the "Feywild" costume set for my female Halfling ranger for similar reasons, I guess she looks kind of cute in it, even if the non-functional wings are a bit much. It bugs me less than watching some of the weapons jumble into each other as she runs and the swordpoints scrape on the ground.
My halfling wiz mostly runs around in purple Noble Finery for that reason. The skirt is knee-length on a taller race, but on her it's almost ankle-length and it looks great. More regal than it would be if it were knee-length.
btw, speaking about that companion, why someone who speak as a thief, dress like a thief, will be using a F**** 2 handed sword?
