Best overall starting stat roll (regardless of spec or game mode)?

  For PVE yes, 16int/16char base roll for 18/18 Tiefling.

  No, INT and CHA is good as well. As you get a higher Critical Chance out of CHA.

  Guess it depends, I went human and did 18 int 16 cha and the three extra feats in aoe damage. I rarely get beat in dps with most other CW's.. But the 18 / 18 rolls is good so is the 20 / 16 roll. Depends trading one for more standard damage while the other for a small chance for crit burst damage. If your spell storm the passive that allows you to crit for 3 seconds continuously may be all the crit you need so the 20 / 16 may be a slight better but that is slight.
