I just recently started playing so if there is something I'm missing I apologize.
This being said what is with every dungeon I join being like a 45min wait to get stuck waiting literally hours waiting for a 5/5 dungeon party. I just got done waiting an hour to get into a Temple of the Spider to have to wait 2 hours for a tank that never showed up. Is this normal and if so are they working on a fix? So far it seems that if you don't have the AD to get 11k+ GS right at 60 it's gonna be a hell of a ride even trying to get into lower GS dungeons to get your GS up. The only groups I ever see running premade are looking for like 11k+ while I'm stuck at 9.8k.
TL;DR: why do dungeon queues suck only to suck even worse once popping and are they working on it?
'Tanks' aren't really needed (well maybe in a coupe of places) so usually a TR soloing the boss or a GWF kiting/AOE DPSing can fill the role. As for GS requirements in chat they are ridiculous and perhaps counter-productive as it simply incentivizes people to take feats that boost GS rather than improve the character.
If you end up in any good groups ask the people there if they mind being added to your friends list and that way you can try to build up a list of decent players you can group up with in future.
the 45 minute wait isn't every time, but isn't unheard of for DPS classes. GF and DC have a much shorter wait. Waiting two hours on a tank to show up is new. I assume it placed you in the instance with three other players and a disconnected GF? At that point, it would be better to vote kick the DC'd person, leave and try to get someone else to join you, from chat or someone's guild or f-list. The queue is probably going to try and replace your DC'd GF with another GF and they're kind of in short supply. People hate to hear this, but it's usually best to form a party of five and then queue. In this case, you could have tried leaving the instance and staying together as a party, then getting a replacement. If everyone is willing, of course.

You are loading into preexisting dungeons, half finished due to people leaving them. The queue is supposed to place you and 4 other players into a fresh instance all at the beginning. If the queue pops and you find yourself in an instance with less than 5 players or the players are at campfires way ahead of you on the map then you are actually just a fill in for a partially completed dungeon. This occurs more often now since mod 2 because they now allow queues to replace players at any point, where previously it would only replace prior to killing the first boss. Now players get farther and farther in the dungeon and don't want to abandon it when they lose players, especially if they have dd chest unlocked, so they remain inside holding the partially completed dungeon open for hours. Whereas before, after the first boss died there were no possibility of replacements, so if the 3 or 4 remaining players couldnt progress they would abandon it and the instance would close.
Several obvious changes could of been made instead of the changes they did make. Changing dd to a key to unlock chest so there is no incentive to hold on to a fail instance, disallow votekick from the time a boss is aggrod until the time its loot is decided, disallow votekick after last boss dies, etc, and then simply allowing players to invite ppl to fill their parties if someone leaves (not if kicked). Instead they continue to force their terribly designed random queue system on us.

Ps never randomly queue. Form 5 players then queue as a group. Start your own groups so you can hide your low gs if you must, but never randomly solo queue.
There NEEDS to be a better way to get a party together PERIOD. The OP is absolutely right! Getting a party together takes forever, mostly because of lame party join thing putting u in dungeon already completed. But also because THERE IS NO WAY TO SEE WHO WANTS TO DO A PARTY WITHOUT WATCHING CHAT SPAM! They really need to make something like a billboard with with the dungeons names, where people wanting to do those dungeons can sign up LFG on and others making party can see their names and check out their stats to invite. Something like that.
Oh wow, I wasn't expecting so many positive replies. I started trying to grab members from my guild. Even with a tank it seems to take ages to get a DC. However, this seems normal because like 90% of the chat in /zone in Protector's Enclave contains "need DC". I get into groups a lot actually that are over half done or are at last boss. I've actually only once cleared Mad Dragon. Everytime I've done it I drop in at Chart.
It's about to the point where I never, ever queue for a Epic dungeon any more. For two main reasons -
1) 3 out of ever 5 queue put me into a partially completed dungeon. I'm there to run the whole thing, not just the end boss.
2) Takes about a quarter of the time to put together / join a party for making that Epic run spamming the LFG channel then it does waiting in the queue.
About the only times I do use the queue system is for a dungeon I'm way over geared and just farming it.

PM me and you can run a dungeon with me. We'll get you through. Also don't listen to people talking about no tanks. That group composition is only viable in a couple ways.
Honestly this was 1 of the main reasons I stopped playing (again) Came back recently to try out the new hunter ranger (actually found the class disappointing personally but meh thats just a opinion)

The key is an active guild who don't do dungeons based off of DD timers. PUG in this game is asking for time and gold sinks. Mistakes in this game are unforgiving. With a PUG group and no communication, it's very likely to have multiple wipes. PM me if you ever want to come along for a ride with my guild. We'll take you through.

The queue bug is a MAJOR pain in the rear. Does anyone know if / when this is going to be addressed?

Its not a bug its wai. People have been asking since beta to allow us to replace disconnected/quiters for a dungeon in progress. Instead of taking the time to code this functionality they simply removed the restriction on the queue system to replace members after having killed first boss. Was that a terrible change? Sure. Now people stay in these half completed dungeons for hours, not wanting to lose their dd chest/progress, hoping eventually the queue will save them. So thats the dungeon the queue will try and put you in, aslong as one of those players remains too stubborn to abandon the instance. If this happens to you, just stop queuing for that dungeon and try a different one instead. Tbh this problem is the least of your concerns if you randomly solo queue for dungeons.
It might be an idea to have a confirmation window pop up letting a player know that it is a dungeon that is 55% complete (or whatever) then he can choose to join the party or not. If not then he should not lose his spot in the que. Good idea and would fix the issue?

Disable kicking while boss loot is on the ground and you can fix this and let people invite after kicking. Sometimes a player is a detriment to a group and they should be kicked.
It seems to me that there should be a choice of whether an incoming toon wants to start a fresh instance or join one in progress. Also seeing how many / the makeup of the current party would be great. Bottom line is that this benefits everyone. The incoming toon, if they want a fresh instance, doesn

IMO the dungeon que system the way it is should cater to the pick up groups not premade groups. Premade groups already have it made by being able to premake a group and join the dungeon ASAP...then also being able to add a player with the que system if one person has to leave. I cannot see why they would just hand everything to people that make premade groups. That said... The issue should be addressed to fix problems associated with PUGs....

This was in Castle Never....I'm wondering if a tank could actually join, loot the chest then renter and loot again. I did'nt try it but I should have then reported it as a bug.
But again ... initially I thought it might be a good idea to add players that you want to a dungeon in progress after someone left, but I realized this could be abused badly.

The only solution at the moment is to use lfg. The queue system is horribly broken and has been since beta, different problems now but still so problematic that it's not worth using. It's sad to be honest as a good queue system is such an asset.
Agree with the OP. I've made it to lvl 26 already and haven't been to dungeon once. Stupid queue system need to be rethought, otherwise not only end-game chars will quit but also new players who will know that.

Yes that was a nice tool.
I think the LFG in Lord of the Rings Online (which is very similar) is another good example that would work well here.
