I'd like to see the stats, Defense & Deflect be more effective. I've stacked both on several different characters, and they just don't seem to be very useful.
If not for PvP, please make them better for PvE. If you want it on PvP, that's fine with me, but my concern is primarily for PvE.
If you do not think either Defense or Deflect is effective, try running without them in any context. PvP, in particular, is fun naked (yes, I know you lose AC, but you can remove everything except pieces without AC for a better test).
That said, if you stack enough, then other stats, such as HP and Regen can be far more useful, depending on class, build and context.
For example, a set like Indomitable Champion for GF with its extra HP and extra Guard will feel a lot more tanky than any other set or gear combination almost regardless of how much Defense or Deflect is stacked on any other set.
I would further counter that if you think Defense and Deflect is not useful, I guess you have never seen a Sentinel DC (who unlike GWF's have no extra benefit from defensive stat ratings at all). Even in PvP, where Resistance Ignored would eliminate most of the benefit of Defense, good luck 1v1 them!

nahh, but it should be based on lvl AND stat instead of only the stat as it is now, they should rebalance all stats depending on level, to make stats like life steal, regen etc. good

They already do. It requires considerably less stat rating to get the equivalent stat at low levels compared to 60.
It is just that it is harder to get hold of higher levels of stat rating at those low levels due to the gear. But if you have an augment class pet, for example, and outfit it with level 60 items, you quickly see the stat rating scaling is very different from level 60.

Couple of issues with what you're saying:
1) 1500 Defence Vs 0 Defence will give you a difference in the damage you take, but remember your armour class is a significant modifier also.
2) Survivability also relies heavily on health pools
3) If you want to see Defence become uber, get it to 3-4 K, however if you are a ranged class then you shouldn't need that much really because you'll be out of it.
Personally I feel Defence and deflect are just fine - particularly as you can get both now passively from artifacts, boons and pets all of which is Extra to however you were running the build before. Unless you need Defence as a primary stat for your class, then buffing it to the levels you are implying would just make it rediculous imo. Defence in this game has always been heavily augmented by combining it with other things such as deflect and Armour Class.

It won't happen, just because you are undergear or unskilled doesn't mean DEV need to change the game so you don't die that often.

Level 60 DC with 75 Lifesteal gives 0.4% Damage Gained As Hit Points:

To get equivalent of 1% Damage Gained As Hit Points on a level 60 would require 147 Lifesteal, almost twice as much.
These things are not hard to test...
