After I disbale the on-demand patching, the launcher start downloading almost 5GB? it's like downloading the game again.
Yup that's all the data you were constantly streaming and it probably gave you a few dc's from not having that much of the game there if you're like most people.

MMOs on Steam that don't push their updates out through the Steam client, but update themselves are a nightmare. If you want to play such a game, install the non-steam version. It's not Steam's fault- and their CDN and client software is far better, but all the Steam client can do is maintain the last copy of the game that the publisher uploaded to the Steam servers. If they fail to keep it up to date, and the game's own patcher does so, it means that what you have on disk is different from what the publisher has told the Steam servers constitutes the current game install.
Thus, do not play Neverwinter through Steam. Various free2play games are really sloppy about their updates through Steam, and you can get in a situation where the game updates itself, and then you verify your files in Steam, and it will patch you back to the older version.
Install Neverwinter directly. If you search around these forums, you can even find where to get an installer that won't give you Arc.

OK, I see ppl still don't know what on-demand patching means.
NW (and STO same tech) is using on-demand patching to load data, which you need during playing the game. If you install the game, you don't have all game data. This on-demand data will be loaded from server, when you are changing instance/map in the game.
If you disable this feature, installer will install all data (another ~5GB), but you will never ever wait while changing map/instance.
Plenty do understand exactly what it means. Many people turn on-demand patching right away, as it's a pain in the bum. However, if you install via Steam, you still have a danger of the game's own updater and Steam fighting with each other.
