Please give a buff to Anointed Army

Anointed Army is a highest tier daily power we get and it is the only skill we can buff all allies for 3 counters of cc immune.(So good!) Its theory is good and i really like this skill. BUT In PvE, 3 attacks from some archers or little adds will remove the buff while in PvP AA sometimes can only last 0.5 sec. This is because DCs are aggro and cc magnet in PvP, swarms of at-wills from the enemies will instantly remove the 3 counters from us, rendering it useless and our daily becomes a weaker non-healing version of sunburst.(so we stack daily power for one minutes for a weak sunburst? It even can't heal!)

So, i propose some improvement to this Anointed Army mechanic. (Not OP ideas here)
1. It will be good with 3 stacks of sunflowers BUT make attacks with lower than 1k or 2k damage NOT removing the buff count. We still carry the buffs.
2. Or make the 3 sunflowers are only consumed when we are controlled, in the mean time if we are attacked, we take the full damage from it.
(means even they hit for 10k, if it doesn't control us we take 10k damage. Sometimes we are immune to trash adds for 3 hits but our daily are gone, how frustrating is that?)

Any ideas or improvement from the community?

    I take it you have not really PvP with this power.

    This power, and Exaltation, is all about timing. I have seen GWF, GF, heck everyone, blow their encounters and dailies vs the people with these buffs on them and take little to no damage. So while they don't last long, they can be very powerful.

    PvE is a little more tricky but works about the same way.

    Actually i did block some ice knifes, hammer of fate and the daze from TRs, but the proceed rate is like merely 40% when i cast it, in the other moment, i only drag the time of whole team dying by couple of seconds.
    I did pvp a lot, thats why i like this skill, but sometimes when u want to save a guy but swarms of magic missle coming and dispel that buff it is so annoying, so i hope attacks with 1k below will not dispel the sunflowers.
