Testing has showing that GPF add's a 9% damage debuff to targets for entire party.
GPF also has:
7.5% Weapon Damage Fire Attack 49 Damage
2.5% DoT that stacks up to 3 times and lasts 3 seconds - 49 Fire Damage per stack
This ='s a 15% Weapon Damage attack base + a 15% Defense debuff (3% Damage Increase) per stack.
Just looking at these #'s GPF still is better than a Perfect Terror.
I'm pretty sure after testing that P.Terror will be inferior to GPF as it's a common drop.

I agree with DKCandy, but get a sneaking suspicion that the Terror Enchant is meant to replace Plague fire.
REASONS:
- Plague Fire enchants (Lesser, Normal, Greater and Perfect) are currently bugged on Mimic and only offer Defense Debuffs equal to their Terror counterparts.
- The Terror Enchant is far, FAR to similar to the plague fire, yet offers a huge debuff nerf, making it inferior.
I'd say they are either going to nerf the plague fire or get rid of it, but that's just my theory.

Plague fire is only available from nightmare lockboxes which no longer drop and I've heard they might have nerfed the drop rate for PF and Tene.
I don't see why they would nerf GPF at this point as it's been nerfed so many times already and as old players leave the game the enchant will slowly disappear.
Also the post you referenced was updated that they are working to correct the issue.

IF the debuff from the Terror enchant is just a defense debuff and not a mitigation debuff, the Terror is good only at burst dmg while, passed the 2nd attack the GPF is anyway better.
So a terror will instantly drop defense 20%, for the whole team. From what i see this coupled with my other feats increases whole team DPS by almost 20%

Please remember you don't always have 3 stacks, so maybe the real team DPS increase is 7% (being generous).
So since 20%>7%, i don't know why this is even a discussion. The perfect terror is simply better for the team than the greater plaguefire.

Hey, wanted to touch on some confusion. This enchantment directly reduces Defense, not Mitigation. On critters this is roughly 3% from Greater Plague Fire. The 45% Defense debuff will account for about 9% of their defense. As far as stacking, we have identified why they no longer stack properly and are working on a fix right now, but I don't have an ETA for that. Thanks!

i have question regarding terror : does it work at each of our strike (at-will, dailys; encounter powers,) or is it just with at will?
because plague fire works only on encounter, so^^
last time i checked plague worked with at wills as well. but there are better weapon enchants out there then plague and terror

Plague fire works with at wills & as few guys advised it's now working correctly.
I guess it's still a good choice for a GF if other party members are using other (damaging or debufing) enchs.

vorpal is good for example but kinda selfish for a gf no? maybe lightning?
Vorpal are only useful for >21% crit GF. But it's a selfish enchantment. A GPF is good for the whole group(if no other use it). Terror is useless in comparison to GPF group/self buff and self buff of Vorpal.

watching the play, both plaguefire _and_ terror work on everything.
I've heard that the plaguefire debuff amounts to 45% defense and therefore 9% increased damage, but whatever my terror enchant is doing to the mobs is overly noticable to my teammates. I went to dread ring to test the two enchants, the effects seemed similar, but it's very hard to tel because of so many buffs/debuffs on the mobs.
Has anyone actually gone out, done this, and logged it with ACT? or are we all just theorycrafting? In a game like neverwinter it's hard to judge anything you don't see with your own eyes.
