Control Bonus and Combat advantage?

Have these two fields always been in the character screen? i do ont recall seeing them. In any case how to I increse the control bonus?

    They are new. So far I believe only artifacts give them out. There are a couple other stats that were added as well. All of them copy bonuses that attributes already gave out.

    Yeah kinda thought they were knew, just want to know how to get them above zero :)

    I believe a couple of companions also may grant bonuses to these as well.
