I noticed a trend that more classes are forsaking recovery for power. I am curious as to how much recovery would one stack for your class and what kind of build for which recovery really shines?
I try to get some recovery for all my characters but only really stack it on my wizard (encounters are her mainstay) and cleric (astral shield). My fighters tend to rely on at-wills more and my rogue has the Master Duelist set (every 4th at-will reduces cooldowns by 1 second.) I've added at least one Silvery enchant to my GWF to help with AP gain though.

It depends on what your build is aiming to do. For instance, some skills provide an awesome utility bonus, with effects that aren't affected by any stats. If your build is centered around those effects then Recovery is always a good investment. Some good examples are CW's who are spec-ed for CC, and not just DPS. Since no gear stat in the game can prolong or strengthen the potency of their CC effects, they stack high Recovery so they are able to pull out those spells much faster from Cooldown. Another fine example would be Clerics and their Astral Shield. Having high Recovery to give them the needed Recharge Speed Increase to take the CD of AS as close to 10 seconds as possible has been favored for quite some time now, in order to be able to provide your allies with a 20% boost in Defense, giving them the ability to tank hits while in the blue circle. No stat in the game will increase the amount of Defense AS will give out, neither will any stat prolong the duration of this skill. So this is when Recovery can be considered as a more viable option than most other stats. Not sure if it still applies nowadays though as I haven't been reading in the DC forums as of late.
To make it short, Recovery is great if your build is spec-ed for the utility effects of your encounters. But if you're concentrating on burst/DPS, one-shotting things, tanking hits and healing in the process of it all, better to just steer clear from Recovery. It offers little for those sort of builds until they cap the needed stats for these builds.

It really depends on what armor set you're using. 3k is a decent soft cap (I believe).
Recovery is bad in general once pass certain point, 3000 is the well known soft cap but tbh anything more than 2.5k already start to get bad, so try invest other stats and cap them first.
And as a overlooked case by community, defensive stats are really really good on all class.

recovery is also good for burst dpsers, after u get the other stats ofc, coz u gain faster ap thus cast more dailies.
And as a overlooked case by community, defensive stats are really really good on all class.
