This does not seem to work on DC, at least the added damage. When I proc the enchantment on my CW it shows 2 sets of numbers in the combat log in the form ability deals <font color="orange">HAMSTER</font> (<font color="orange">HAMSTER</font>) type of damage to target. This shows for both encounters and for at wills. For DC, I get just one set of numbers and no noticeable damage increase from at wills or encounters. I haven't been able to test the debuff, but if the buff isn't working then maybe the debuff isn't either? Thank you for your time.
Edited: So apparently it changes the tooltip damages rather than showing a damage modifier. Solved, it actually does work. I will say though that it does not affect heals and maybe it should?

Yup, tested it with every damaging Encounter, against both trading dummies (zero mitigation) and enemies with known mitigation.
the debuff works, i try to save the debuff for critical hits like a shocking execution and I've noticed a significant dmg decrease
However, I think the buff is broken right now for certain areas. In sharandar, the debuff applies to all the adds, but the buff has not been working. This has been occurring for about 3 weeks now, which is annoying when I do my dailies. Otherwise, the debuff is intact, and the buff applies for me still. However, the buff wasn't something I observed that closely on my dc when I was testing it on ptr and so I'm not sure if the dmg buff is actually 12%. I tested a regular feytouched a long long time ago with my cw and the buff seems to have the correct percentage.
Another way to test the dmg debuff yourself is to see how tene dmg applies to you. I didn't tell this to anyone but it reduces tene dmg by 12% as well since the debuff is not part of your own personal defenses but reducing the opponents overall dmg. Their damage includes tenes so normally tenes should do the amount of dmg they are supposed to do and ignore defenses, etc other than barkshield. PVP vs a friend with tenes and check the logs to see if tene dmg is being reduced.

+1 tested across multiple Classes and it appears its just completely broken for the DC. I would like to see a Dev post here and confirm or deny their knowledge of said BUG and possibly in the process of fixing it.
Been tested on PTS and on Live, been tested in various environments and different Grades have been tested I.E normal through to Perfect..
It could be an enhancement rank issue, but I tested both the debuff and buff and neither work for the Lesser (3%). Here is a cleaned up version of a log test with my DC at 24.4% Damage Resistance and 24% Resistance Ignored (2,530 ArP) and no Class Features, like Foresight, nor 4pc set bonus slotted:

Here's a pic of the buff w/ a greater feytouched. Compare the first 8 with the last 3. Roughly 10% more damage.
There's no way to tell from just that log that there is any damage increase from the buff portion of Feytouched because your Sacred Flame tooltip range will be something like "805-936 Radiant Damage". That's a 16% damage variance which is more than the highest buff from Perfect Feytouched of 12%.
The only way to know for sure is to test over a significant duration or high number of hits (100+) and compare with and without the weapon enhancement.
Alternatively, as lazuree has already said, you can choose to just trust the spell tooltip (which have often known to be incorrect in other circumstances) and check if they change during the weapon enhancement use. Mine changed from "805-936 Radiant Damage" to "829-964 Radiant Damage" in combat for the Lesser. So, he may be right about the damage buff part of Feytouched.
As an aside, I believe this is the only weapon enhancement in the game that buffs damage by buffing your Powers in this way. All others apply a damage buff to damage dealt and are easily observed in the logs. Not even Bronzewood, which was introduced at the same time as Feytouched, works in this way. Hence verifying Feytouched is not a trivial issue.

Your encounter powers siphon away 12% of your target's damage. This damage is converted into 12% more damage for you. This effect may only happen once every 20 seconds.

Then, how does it compare with the other enchants, such as the flaming one?
Flaming: Perfect +12% Fire damage. Burn 4% of weapon damage every seconds for 3s, stacks 3 times.
Intuitively I would say that the Feytouched effect should be permanent to be on par with the flaming one.
For Flaming and other proccing enchants, that's base "weapon damage" not overall damage increase for all your damaging powers - a very big difference. So, the Feytouched buff itself, in theory, is much more powerful. You have to calculate with skill damage vs. weapon damage. 12% Damage increase of base skill damage is far more than 30% of weapon damage. 3000 skill damage with 500 weapon = 3360 skill damage vs. 3150. That's a difference of 210 damage. Even with crit it get higher difference. Second the flaming have an dot, that is reduced by DR more as the normal skilldamage. Third if you can hit more than 3 times in the 3s, the dot isn't fully working for calculation(mean that you can't 4*30% because only 4*15% + 3*15% currently running as example).

Ashen Miner deals 680 (1290). Implied damage reduction = 1 - (680/1290) = 47.3%
Ashen Miner deals 730 (1385). Implied damage reduction = 1 - (730/1385) = 47.3%
AFTER

So, nothing changed - there is even one attack damage amount that is identical before and after!
And assuming you have Foresight (6%) + Benefit of Foresight (5%), I'm betting your Damage Resistance then was 36.3%.
You missed the point. Feytouched doesn't increase your DR. It reduces the initial damage (number in parenthesis). But yes, 36.3% is correct.
